A new directive, reports the International Campaign for Tibet, “demonstrates that the Chinese authorities are aligned with protestors in the West who propitiate Shugden and have been denigrating the Dalai Lama when he travels to the U.S. and Europe.” The ICT reports on this directive and provides a background on the Shugden controversy here.
