The Tibetan General Meeting on May 24 reached a consensus to appeal to the Dalai Lama that he assume the role of “ceremonial head of the state.” The participants at the meeting also agreed to amend the Tibetan Charter. More on the meeting here. Today the Dalai Lama officially turned down the request to be the ceremonial head of state.
